Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The sequence of opposing developments captured the grim essence of the outgoing year. By day, political struggles are fought: hopeful statements are released from different nations. Significant resources is allocated on restraining certain initiatives. By night, Moscow brutally reminds the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is equipped to monitor missile launches from enemy soil, a capacity provided through up-to-date information. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats flew past – advanced fighter aircraft supplied to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems engaged: multiple launches fired to intercept a hostile projectile. This was a modern interception technology at work, most likely supplied through allied countries. Every firing creates sudden vibrations, shaking the windows. The brief panic quickly transforms into grim resignation: perhaps the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and another blackout.
Continuous Dangers
Following this, a large-caliber weapon engaged a unmanned aircraft close by, part of a defensive team – almost certainly allied-provided weaponry. Sadly, the shots failed to hit the hostile drone – it pressed on overhead toward its destination.
Intermittently, this carried on until dawn. Kyiv greeted the morning news: several casualties, damage and heating outages in multiple buildings as a result of the nocturnal offensive. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that neighboring countries are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The detailed framework from Washington sparked intense emotion, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This trend will, certainly, continue.
Tactical Assessments
It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a principle understood by experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The US administration presumes that it is impossible to compel Moscow to abandon the territory that it presently holds in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, Washington does minimal to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will persist as long as Russia's government remains completely certain in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing lives and land but avoiding a entire defensive failure until conditions improve in its advantage.
Existing Situation
Factually, there are no real preconditions for a truce. Now, individual motivations are becoming relevant: leadership ambitions to negotiate peace and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward internal issues. And although their mission will now be significantly challenging after recent developments, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are driving the talks.
Summary and Prospects
It took a only one week to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and show certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
