UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

Based on a new survey of local authorities, UK councils are planning to offload social clubs, athletic facilities, and shopping arcades as they rely on a fire sale of assets to balance the books.

Growing Fiscal Challenges Prompt Asset Sales

The Key Cities Group representing second-tier cities in England stated that six out of ten of local authorities are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for selling playing fields and land to support their budgets, but they contend they must proceed to raise vital cash from asset sales or declare themselves bankrupt.

The group said that a high proportion of councils attempting to generate funds from a fire sale of assets marked “a clear change from 2024, when the majority (60%) of local leaders stated they would focus on service redesigns and using savings to manage increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in a local town and a social club in another town to generate 20 million pounds over five years.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Council Tax Rises and Broader Fiscal Strains

This research of local authorities in the key cities group, which includes several urban centers, also found that over seven in ten of councils will need to increase local levies next spring to cover the growing cost of core provisions, increased rates of homelessness, and a longstanding housing shortage.

The authority explained it will press ahead with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but certain measures require time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Patterns and Projections

Research of regional authorities recently also found council budgets being strained by the growing number of young people and older individuals needing special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until the coming year after a policy document setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, several participating urban areas were included in the most disadvantaged in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties confronting municipal officials across key cities in the coming year,” the report concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that accounts for and responds to the real levels of deprivation and demand,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have reduced or weakened care services in the past 12 months, the study revealed.
